The advising council of bureaucrats that runs the various ministries of the Empire. To become a member of the dragon court you must be a sorcerer with a dragon bloodline, a half dragon, or a full dragon. Once admitted to the court, you are not guaranteed a seat at the council. There is only 20 seats, and these seats only rarely become available. A seat may be vacated by consent of the seat holder, or death of a seat holder. For the longevity of full dragons, a limit of 100 years before a break of 100 years has been mandated through tradition.
Members who do not hold seat are usually arbitrators. Through their work as arbitrators they can earn the recognition of sitting members, and be nominated for a seat if one has become vacant, or be accepted as a proxy for a sitting member who is not available for a council meeting.
The main roll of the council is the smooth functioning of the Empire, and to maintain harmony. They also act as the eyes and ears of the Dragon, and act upon his wishes.
